You can immediately block this person on all your social media channels. Just go to their profile and tap “Block” or block their cell phone # by going clicking on the info button and selecting “Block.”
If it’s an adult asking you as a minor for nudes, this is called pedophilia and it is against the law and should be reported to the police. If this person is doing this to you, then they’re likely trying this with others.
If you feel comfortable, call your local police and let them know what’s going on. You can do a quick internet search for their number. Or, you can report them on Instagram or your other SM channels by going to their profile and clicking “Find Support” or “Report Profile.”
